Pratt Foundation 2003 Australian Open Championships
-----------------------------------------------------------------------------------------

IM John-Paul Wallace has scored a well-deserved win in the 
Pratt Foundation 2003 Australian Open Championships which have just concluded.
Wallace lost just one game and led for much of the event. 

Equal second were IM David Smerdon and another young Queenslander, 
Jonathon Humphrey, rated just 1782. Humphrey's result 
was incredible, particularly his finishing streak: wins against Gareth Charles (2069), 
Jakirlic (2082), Hamilton (2173) and Solomon (2318) and then a draw against 
Wallace (2481) in the final round. I understand Jonathon is a Uni of Queensland student 
and a former Brisbane Grammar student with the rare distinction of once 
beating Smerdon in an inter-school game. 

The tournament seems to have been very well run by Brian Jones, Shaun Press and others. 
The website for the event (http://austopen.chesskit.com/) and Gary Bekker's live games coverage 
set a very high standard. At the site you can find full results, games (including a number annotated
by IM Zong-Yuan Zhao), illustrated reports and more.

Reilly, Wohl win NZ Champs

The 110th New Zealand Chess Championship was played January 2nd to 10th in Wanganui.
 
The event was won jointly by Australians IM Alex Wohl and FM Tim Reilly with 8/11. 
The title of NZ Champion was retained by IM Anthony Ker, who finished with 7.5/11 
in sole third place.

From the new ACF President
-----------------------------------------------

The reorganisation proposal for a commission structure fell over again 
at the ACF Conference last week. The smaller state rights issue was 
very well addressed, but NSW as a block voted against the Commission change.

I have asked Bill Gletsos (NSW) to examine a constitutional change in consultation 
with his state association which would facilitate an expanded ACF as this is what the 
Commission Restructure was about, irrespective of state origin. 

Getting more able people on to the ACF, whose objectives are national interests,
is of paramount importance (this does not reflect on current Council but recognises 
that there are highly competent persons who wish to be part of ACF Administration 
but who for one reason or another are precluded from having an impact by the 
present ACF structure).

I have asked Bill to come up with a draft (this was put to him during the followup 
Council Meeting). This was because we need something NSW can work with; 
otherwise we will never get constitutional change on this issue. The ACF Conference 
needs a 75% vote for constitutional amendments. (After receiving a draft admittedly 
it may take time and the ACF Constitutional experts will help Bill) 

The ACF Council will continue to work on this issue throughout 2003 and consult, consult and consult 
until we arrive at a consensus position which will pass at the next ACF Conference.
 
A point to ponder for Australian Chess:
I have had a strong association with other peak sporting groups and the one thing 
I have come to realise is ACF does not have a professional Secretariat - 
no reflection on current Secretary, Council or Executive - but we need at least a 
half-time person who is paid an income to facilitate a professional service, 
ie someone who must provide a consistent level of high performance on demand 
to the ACF Council etc. To facilitate this we have to provide an income stream 
which can pay for such a service - this is an interesting dilemma which may take 
some time to resolve but something which all chess administrators should think about.
Any ideas as to potential income revenues would be greatly appreciated from 
all and any chess/logic thinkers!!
