They finished ahead of well-known names such as Uhlmann, Unzicker and Taimanov. Australian entrant Phil Viner had a strong result, finishing just a point behind the leaders on 7.5/11, while the other Aussie contender, Les Kovacs of Sydney, scored 4.5. Australian Senior Champion Pal Dozsa apparently didn't make it to Germany after falling ill and being hospitalised in Vienna. The men lost 1.5-2.5 against Cuba with 2608-rated GM Dominguez Lenier beating Johansen while the other games were drawn. In other notable results so far, Australian co-champ Nick Speck beat strong Swedish IM Emanuel Berg in round 2. Another "interesting" match was round 7, when the Australian men beat Indonesia 3-1. The Indonesians played their strongest player on board 3 - and their weakest, a "sponsor" on top board. Australia does not have an entry for the girls event. The deadline is November 21. Official website: www.chessindia.org ================================================ Constitutional motions for ACF Conference - short summary ================================================ The ACF Constitutional Subcommittee has prepared two motions to amend the ACF Constitution to be considered at the forthcoming ACF National Conference. The first motion proposes a substantial change in the management structure of the Federation. The second motion proposes various miscellaneous amendments of a generally non-controversial nature that have come to notice over the past year or so. The proposed amendments are presented in two motions so that they may easily be considered separately if the National Conference so wishes. The second motion is sub-divided so that the various parts of it also may easily be considered separately. Motion 1 This motion proposes the establishment of an ACF Commission to replace the Council with some consequent amendments to the provisions regarding the Executive. Many of the amendments are machinery amendments following from the change from a Council to a Commission. The Commission proposal is not new. It was considered in principle at the National Conference in Melbourne early this year but was not then accepted, mainly because of uncertainty about the detail of the proposal and a view held by some of the States that, as far as details were known, the new management structure might diminish the role of the States, especially the smaller ones. The current motion attempts to meet those objections. It sets out in detail the specific constitutional changes necessary to implement the proposal. These include new proposals intended to make the Commission accountable to the States. The basic elements of the Commission proposal are as follows. a. The Commission¹s function would be to manage the affairs of the Federation. It would replace the present Council. b. It would comprise a President and eight Commissioners holding office for two years. The Commissioners would not represent a particular State. Four Commissioners would retire each year. c. The Executive would consist of the President, Deputy President, Secretary and Treasurer as at present but, apart from the President, would be appointed by the Commission instead of being elected by the National Conference. The Commission would also have power to appoint other administrators for the purposes of the Federation. d. The rights of the States would be recognised by i. the insertion of a provision empowering them to submit material to the Commission and to be consulted by the Commission on matters affecting the State concerned; ii. the retention of the existing Special Motions procedures; iii. the insertion of a new Special State Motion procedure that would allow two or more States to move to overturn a specified motion passed by the Commission; iv. providing for the composition of the Commission to be such that the maximum number of Commissioners resident in any one State would be limited to three, preventing one or more States dominating the composition of the Commission; and v. retaining the present provisions for Special State Presidents meetings which would be convened by the ACF President. Motion 2 This contains many miscellaneous amendments on diverse matters. It is sub-divided into four parts. Motion 2(a) provides for the Immediate Past President to be a member of the Council. Motion 2(b) liberalises the provisions regarding time limits for motions for National Conference which caused problems at the Conference in 2002. In essence, the problem is that in practice it is almost impossible to amend a motion put to the Conference under the present provisions. Motion 2(c) amends the current provisions for the election of President and of other Executive members when no President is elected at the National Conference which are considered to be out-of-date and too restrictive. This change would be of limited duration if the Commission proposal is accepted. Motion 2(d) makes a number of diverse amendments. It would * clarify references to States to ensure that Territories are included; * widen modes of communication to include e-mail; and * remedy other minor anomalies in the Constitution. - Denis Jessop Convenor ACF Constitutional Subcommittee ========================================== Gary Bekker resigns as ACF Selection Co-ordinator ========================================== Gary Bekker has resigned as ACF Selection Co-ordinator, meaning the position is now vacant. Gary says it was always my intention to perform the role for this year only. Venue and round times remain the same. A full refund is available for any entrant who cannot or does not want to play on that weekend instead. New entrants who were not originally entered for the event welcome. - Kevin Bonham. ========================================================= Australian Open Chess Championships - Penrith Council press release ========================================================= Simply for interest's sake, here's what Penrith City Council has to say about the upcoming Aussie Open: Penrith City Council Monday, October 28, 2002 Media Release Check Mate - Council sponsors Chess Championships Penrith City Council will sponsor the upcoming The Pratt Foundation Australian Open Chess Championships to be held at Panthers between January 2-10 2003. The sponsorship will allow organisers of the event to hire a Press Room at Panthers for the entire nine days of the Championships. The room will serve as a base for organisers to write and distribute press releases, produce a Bulletin, update the website and other related activities including liaison with the Penrith Valley Visitor Information Centre. The Championships are organised jointly by the New South Wales Chess Association Inc and Australian Chess Enterprises on behalf of the Australian Chess Federation Inc. More than 200 players, including many overseas visitors, will compete in various categories and will stay in Penrith for the first time. Penrith City Mayor Greg Davies will officially open the event and says he's delighted that organisers chose to hold their the Championships in Penrith. "It's great to see such a high profile national event like this come to Penrith," said Councillor Davies. "The Chess Championship will bring thousands of people to our city, who will take advantage of the great facilities and attractions Penrith Valley has to offer while they're here." Australian Chess Enterprises General Manager Brian A Jones said he was looking forward to the Championships and thanked council for the assistance they had already provided. "This is the largest event on the Australian Chess calandar," said Mr Jones. "The Open Championships are only held once every two years and chess players from all over the world come to compete. "Thanks to Penrith City Council's sponsorship we will be able to give the event publicity all around the globe via the worldwide web. People will be able to watch the main games on the internet as well as keep up to date with the results of each match played. "This type of exposure will also help put Penrith Valley on the 'world' map." Here's another contribution:) Paul The biography of Bobby Fischer called "Profile of a Prodigy" by Frank Brady (my copy is published by Dover in 1989), at page 118 describes how, during a rest day in the Olympiad held in Havana, on November 19, 1966, (Capablanca's birthday!) a massive simul was organised involving 380 masters and 6,840 boards. The book reports that "Fischer played a game against Castro and, surprise! - Fischer resigned". Castro also drew with Petrosian that day! The book implies that neither was a "legitimate" result although apparently Castro was a decent player, having legitimately defeated a member of the Mexican team that day (presumably in the simul).
