ACF PRESIDENCY Earlier this week I gave notice to the ACF Council (as follows) of my intention not to seek re-election at the national conference to be held at Penrith on Sunday 5 January 2003. "Dear Colleagues on the ACF Council. I thought that I should give you plenty of notice of my intention not to seek re-election as President at the ACF Conference scheduled for Sunday 5 January 2003. According to the ACF Constitution, 90 days notice is required for nomination to the ACF Executive positions so it is appropriate that we start looking for a President immediately. My reasons for not seeking re-election at this time are as follows: 1. I'm about to commence building my chess centre which should be complete by October. My number one priority has to be to make this centre financially viable on a long term basis as soon as possible. 2. The workload involved in dealing with correspondence, preparing weekly bulletins (including maintaining the email database), pushing development issues, receiving and making endless phone calls etc etc is something that I need a break from. 3. It is expensive trying to be a good ACF President and I'm not a wealthy person. Costs involved in making trips and all the little things that add up are substantial. 4. At this stage I am not completely burned out and therefore, at some future stage, I may consider standing once again. This would particularly be the case if the business goes well. However, if I were to continue now, I suspect that the ACF would be the loser. A new face and fresh ideas would probably be good for the ACF. I am mindful of the need for continuity in the work of the ACF - lack of continuity in the past has been a major problem for the ACF. Therefore I would be quite happy to stand as ACF Deputy President with responsibility for following through on all the development issues. But I do need to get away from the day to day grind. In case it sounds as if I'm fed up with the job, this is not the case. I have enjoyed the challenge immensely and made many new friends. I have received a lot more out of the exercise than I have put in. So please don't get the idea that I'm not very grateful for the opportunity of serving in this position. I am." By my calculations nominations for the new ACF Executive need to be in the hands of the ACF Secretary, Joe Tanti by 7 October. In the interest of continuity, I'm very pleased to advise that Deputy President Robert Jamieson, Secretary Joe Tanti and Treasurer Norm Greenwood have all signified their willingness to continue to serve on the ACF Executive. Also in the interests of continuity, the ACF Constitutional Sub-Committee are looking into the idea of adding the position of Immediate Past President to the ACF Executive. The ACF Constitutional Sub-Committee have been very busy and plan to put forward various motions for substantial overhaul of the ACF Constitution to the ACF Conference. When doing this, they are mindful of many comments received about protecting state interests etc. OLYMPIAD SELECTIONS Look out for the Olympiad selections in next week's bulletin! AUSTRALIAN OPEN JANUARY 2005 The South Australian Chess Association have registered their interest in staging the January 2005 Australian Open. George Howard and Ralph Jackson are also some way down the track in putting together a bid in conjunction with Australian Major Events for the 2008 Chess Olympiad. In addition, George and his team including Alan Goldsmith and Joe Tanti and the SAJCL are putting on the upcoming Australian Juniors in January 2003. I think it is fair to say that South Australian chess has been moving forward very well in the last couple of years. Congratulations to all those involved! FREE SWISS PERFECT COMPUTER PAIRINGS PROGRAMME The ACF is still offering free licences for the Swiss Perfect pairings computer programme. This programme is ideal for all club organisers for tournaments of all standards. It is particularly useful for the efficient running of events with large numbers of competitors where rounds need to follow on quickly, one after the other. It is also very useful for quickly producing all necessary records. Swiss Perfect has also helped the ratings officers in their task of efficiently producing ratings lists. There is a reduction in the admin fee for tournaments submitted using Swiss Perfect. To date, 85 licences have been issued to states and clubs right around Australia. I estimate that there are around another 100 clubs in Australia that have not taken advantage of this offer. Even though some of these may be quite small, the Swiss Perfect programme would give clubs an important tool to enable them to increase their numbers. A reminder that the owner of Swiss Perfect, Robert Rozycki, has approved free use of relevant state licences by all schools in Australia. CORRESPONDENCE BOB ELPHINSTON Graeme, Firstly my apologies for not responding earlier to you. I am presently overseas, however I can offer the following comments for you to relay to your Federation. The AOC Executive has recently reviewed its membership criteria and advised Members at the May AGM THAT IT WOULD PROPOSE CONSTITUTIONAL CHANGES IN 2003 to no longer recognise ASSOCIATE Members. Secondly the AOC Exec resolved to not accept Applications for Membership from Chess and Bridge, as advised to you, in writing. After careful consideration over a period of time, including consultation with the IOC, other leading National Olympic Committees, the AOC Athletes Commission and the Australian Sports Commission, the AOC took a view that Chess and Bridge, referred to as "mind sports" by some parties, was not a sport in terms of physical exertion, and therefore was not eligible for membership of the AOC. We acknowledge that the IOC has accepted Chess and Bridge as Recognised Federations, but any decision by the IOC in this regard, is not binding on a NOC. Clearly if the IOC were to add Chess to the Olympic Sports Program, the AOC would in turn accept Chess as a full voting member of the IOC. Voting members are those National Federations whose sport is on the Olympic Program. I trust this will assist you and your members to understand the AOC's position in this matter. (Editor's note: This letter has been referred to chess players, Senior Counsel Steven Rares and Barrister Tim Reilly who are pursuing the matter on behalf of the ACF) PT UMMER KOYA (Re French President's letter published in last week's bulletin) Dear Mr. Loubatiere, I am surprised to see a copy of a press release dt. 18th June 2002 followed by another one dt. 28th June 2002 issued in your name. In this connection I would like to have more information such as the following, in order to asses the merit/ bonafides or other wise of your Release: 1. Can you first publish the Bio-data of your board of directors as well as of yourself with particular reference to the achievements in chess and contributions made by you for the cause of Chess globaly? 2. The allegations leveled by you against the present apex world body of Chess are unfounded and cannot be taken at face value. Millions of people all over the World are aware of FIDE’s actions under the dynamic leadership of His excellency Kirsan Ilyumzhinov which are undeniably progressive and orderly, and you will definitely agree that since H.E Kiran Ilyumzhinov took over, Chess has become the number one media sport in terms of organisation of a large number of events such as Chess Olymbiad, World Chess Championships, World Cup, World Grand prix and many other events. 3. To say the least, the observations made by you in your press release are in bad taste, particularly in reference to your comments on the person of FIDE President. It is unwarranted and highly objectionable. 4. It is not correct on your part to say that Youth Chess Championship take place in an environment of general indifference. The events for the last several years conducted in a praiseworthy manner, including the one conducted in your city – Cannes. The responsibility for the absence of best players in some tournaments is that of the President like you. You remember the case of the youngest GM E. Bacrot who could not take part in the World Junior Chess Championship in Calicut because of your failure to arrange sponsorship for him. I wonder where were your board of directors then. I cannot imagine what the plight of enthusiastic Chess talents would be if persons like you who deliberately try to create hindrances to smooth functioning of FIDE come to power. 5. Can you come out specifically with what you have in mind? Your outlook will only help disintegrate and not unify the Chess Community, to the detriment of the Chess fraternity. I am therefore sure that you will meet with the same fate of your colleague who represented France in the FIDE General Assembly during 1994-98. 6. The concept of unification was mooted by Mr. Kirsan Ilyumzhinov when he came to bid for the Olympiad in Moscow during 1994 and when he was elected FIDE President in 1995 in Paris, and he has accomplished the task by signing the unification agreement. It is also Mr. Ilyumzhinov who has declared the million dollar prize fund for the World K.O. Championships in addition to his outstanding contributions for the cause of Chess globaly. 7. When the World Rapid Chess was being organised in France, FIDE and FIDE President had to help the organisers in finding Sponsorships and I do not find the situation is now different. None of your board of Directors where present on the scene then. 8. After taking over the reins of the French Federation by you, no activities from your side has been reported. As long as you continue to hold the reins no one can expect any good events to take place in France which has been the first HQ of Chess. 9. The best thing you could do to promote Chess in France is to reconstitute your board, by inducting knowledgeable and expereinced persons, and then step down so that Chess activities in France can flourish. 10. Some of my friends in the neighbouring countries fear that you have set out to tarnish the image of FIDE leadership, only to serve your own vested interests. 11. I would also appreciate receiving from you within a week a list of the Asian Federations who, you claim, have expressed their views in your favour, failing which it will be presumed that your claim is bogus and is liable to be treated as such.
