My apologies again for the late issue of ACF Bulletin No. 104 and extra
apologies if you received more than one copy. It appears that the spamming
of our server has ceased and hopefully communications will settle down again
now. If I have not included your correspondence in this bulletin or failed
to reply to your emails, they have probably inadvertently been deleted along
with many thousands of spams, and should now be resent.

ZONG YUAN ZHAO

Zong Yuan will be leaving on Tuesday for Beijing where he will be spending a
week and a half with relatives before going to chess school in Tian Jing
which is about an 80 minute drive from Beijing. He is having to pay part of
the cost of attending. He is likely to be there until August when he hopes
to depart for Europe and play in several tournaments before participating in
the World Youth Festival and then the World Under 20s where he will, of
course, be representing Australia (subject to selection).

Zong Yuan has promised to send me regular reports for the weekly bulletin. I
told him that I'm sure that I speak on behalf of the whole Australian chess
community in wishing him all the very best for his extended trip.

GRAND PRIX 2001

Look out for the three upcoming Grand Prix events, the Dubbo RSL Open on 3/4
March, the Tasmanian Championships which are being held from 10-12 March and
the South West Open in Bunbury, WA on the 17/18 March.

ALEXANDER AICH advises that IM JOHN PAUL WALLACE is a confirmed entry for
the Dubbo Open next weekend and will be conducting a simul on the Saturday

Rules and Regulations

1. This is an individual tournament and open to all players.

2. FIDE rules and regulations shall apply.

3. Invited players from Asean countries, International Masters and
Grandmasters will be provided with board and lodgings free of charge. The
room provided will be a twin sharing room with three meals per day -
breakfast, lunch and dinner.

4. Brunei Chess Federation will only invite maximum of two players from each
Asean country.

5. Should the invited players, International Masters and Grandmasters bring
along their guests, the additional charge per person for one day inclusive
of three meals - breakfast, lunch and dinner, is US$40.00 per day

6. Apart from invited players and International masters and Grandmasters,
the rest of the players are required to budget for their own board and
lodgings as follows:

Four Star Hotel: 2 persons with 3 meals cost US$80.00 per day.
Four Star Hotel: 1 person with 3 meals cost US$55.00 per day.

Budget Type of Lodging :2 persons with 3 meals cost US$40.00 per day.
Budget Type of Lodging: 1 person with 3 meals cost US$25.00 per day.

Payment for the total duration of staying must be paid in advance which is
exclusive of accidental costs upon arrival and checking in.

7. The tournament fee for each player is US$50.00. All players have to pay
for the fees including those invited players from Asean countries,
International Masters and Grandmasters. Tournament fees must be settled
before the start of the first round but can also be paid in advance during
confirmation of participation through money order or bank draft payable to
Brunei Chess Federation.

8. For pairing, The Swiss 4.6 Program shall be used for the 1st Asean
International Open Chess Championships conducted in 9 rounds.

9. The matches shall be conducted according to a schedule, which will be
made known to the respective players before the start of the tournament.

10. Each player is accorded with a time control of two hours to complete the
game.

11. Five minutes before games' start the Chief Arbiter shall make the
announcement accordingly.

Prizes for top 15 players: 1st US$3,000, 2nd US$2,000, 3rd US$1,000, 4th
US$850, 5th US$750, 6th US$600, 7th US$500, 8th US$400, 9th US$300, 10th
US$200, 11th US$100, 12th US$90, 13th US$80, 14th US$70, 15th US$60.

Open we organize in July. We wish to invite two young talents of your

USCF EXECUTIVE DIRECTOR IN SERIOUS CAR ACCIDENT

I was saddened to hear that US Chess Federation Executive Director GEORGE DE
FEIS was involved in a car accident last Sunday night. George extended fine
hospitality to Wendy and myself when we visited the USCF offices in
November. Initially the reports were very worrying. The news now is a little
more encouraging. While he is still in the hospital, he is doing better,
responding nicely and has been transferred out of the Intensive Care Unit.

AUSTRALIAN SCHOOLS TEAMS CHAMPIONSHIPS

At the last ACF Council meeting, it was decided that only students in grades
1-6 would be eligible for the Primary sections of the Australian Schools
Teams Championships. This was decided because it was felt that  Queensland
and perhaps one or two other states had an advantage due to the fact that
Primary Schools go up to grade 7 in these states.

KERRY CORKER (Queensland) has initiated an interesting discussion on the ACF
Bulletin Board. It would appear that students in Queensland and Tasmania
would normally turn 12 during year 7 but students in the ACT would normally
turn 12 during grade 6.

Once in receipt of all the information, we may have to have another look at
this matter.
