2000 OLYMPIAD APPEAL

This appeal was kicked off last week with $1,500 already in the bag. If you
would like to contribute to the appeal, please email me with your pledge or

2000 GRAND PRIX - NEWCASTLE OPEN

The first event in the 2000 Grand Prix drew 64 players with WEEKS, CANFELL
and CURTIS finishing first on 6/7 and SOLOMON 4th on 5.5. Other competitors
included NGAN KOSHNITSKY, JOHNNY BOLENS, CATHERINE LIP and MICHAEL LIP (who
defeated Solomon).

GARRY KOSHNITSKY MEMORIAL AUSTRALIAN CHESS FESTIVAL

The finale for the festival will be an Adelaide weekender on 12/13 August
organised by EVELYN KOSHNITSKY. Evelyn is going to try for good sponsorship
and intends to hold a big party on the Sunday night. Arbiter for the event
will be ROLY EIME.

I understand that AIVARS LIDUMS has stood down as President after several
years at the helm of South Australian chess. The new President is GEORGE
HOWARD, Secretary PETER HUGHES and Treasurer DAVID BIERTON.

MELBOURNE CHESS CLUB

The erstwhile giant of Australian chess, the Melbourne Chess Club, is
showing signs of re-awakening. It has entered events in the 2000 Grand Prix
and has a new website http://chess.weblinks.com.au/ (though still under
construction).

I believe this is very good news for Australian chess because we need a
strong, vibrant, Melbourne Chess Club.

President of the club is RICHARD McCART, Secretary MALCOLM PYKE and
Treasurer EDWIN MALITIS.

ACF RAPID RATING LIST

A reminder that the ACF will be publishing a Rapid List in April, August
and December at the same time as the main list. All games from 15 to 59
minutes can be sent in for rating.

I'm intending to start a discussion amongst interested parties, especially
those already involved in the preparation of junior ratings lists or those
who would like to see a junior list in their state, regarding standardising
state lists and amalgamating them into one list in the same way that the
main list is amalgamated. Personally I would like to see all junior games
from 5 mins+ rated on junior lists. In my observation junior rating lists
are easily the best motivator that we have for junior players and the more
juniors we have on the list(s) the better.

Those people that I am aware of who may have an interest in ratings are:

SWISS PERFECT PAIRINGS COMPUTER PROGRAMME

There are many people now sending results in using this programme. However,
there are still a significant number sending results in manually. May I
remind these people that a licenced copy of  the Swiss Perfect programme is
available free of charge from the ACF. Just email me. Not only will this
help you to manage tournaments (especially large ones) but also it makes
the job of our ratings officers so much easier. It even helps to enter
small round robin tournaments using Swiss Perfect as it gives a good record
of the event and continues to make the job of the ratings officer easier.

2002 AUSTRALIAN CHAMPIONSHIPS AND AUSTRALIAN JUNIOR CHAMPIONSHIPS

Are there any early takers for these important events in our tournament
calendar? I think it is probably Sydney's turn for the juniors. Whilst the
ACF does have a roster that determines which state has first refusal for
the championships to be held in each year, it makes a big difference if a
state comes forward with an enthusiastic bid.

MANUEL WEEKS has added the following juniors to last week's list: SHANNON

UNIVERSITIES CHESS

We are still trying to get a national universities comp going as one way to
try and get more uni students playing chess. Ideally we would like to see
an event run in conjunction with the Inter Varsity Sports Week (this year
it is being held in Ballarat in the week after the Olympics, first week of

students to mix chess with a good social time (not that they need an excuse!).

Whilst contacting various people I was staggered to find the level of
talent at University of Queensland, many of whom are not playing organised
chess at the moment. (CHARLES PIZZATO, MAX LESKIEWICZ, PAUL KALOKERINOS,
JACOB EDWARDS, NIK STAWSKI, KIMBERLEY ORTH, AMELIA DOUGLAS-SAVAGE, CAMERON
DOUGLAS-SAVAGE, BOGLARKA REMENYI, ALEX COHN, ERNEST CHEUNG, NICK POON and
DAVID COWLAND-COOPER all have current UQ email addresses).

If there is this kind of talent at unis around the nation, I believe we
have a duty to do all we can to get something going!

GST ADVICE TO STATES AND CLUBS - ADRIAN CHEK

Adrian is a partner at Allen Allen & Hemsley, specialising in taxation law
including advising on the GST.

"I confirm that neither the ACF nor the NSWCA would be required to be
registered for GST purposes if it is a non-profit organisation with
turnover of less than $100,000 per annum.

An organisation is only liable to GST in respect of its supplies of goods
or services if it is either registered, or required to be registered. A
non-profit organisation with turnover of less than $100,000 is not required
to be registered.  If it chooses not to be registered, then it will not
have any liability to GST in respect of its "supplies".  Therefore it would
not have to remit any portion of its membership contributions, entry fees
etc to the government.

Such an organisation could choose to be registered for GST purposes, if it
wished to.  The advantage of registration is that it allows the
organisation to claim a credit from the government for any GST charged to
it in respect of its purchases; for example purchases of chess equipment,
stationery and rental of venues.  However, in the case of the ACF and the
NSWCA, the amounts that could be claimed back, I suspect, would be easily
less than the GST it would have to pay to the government on its own
supplies.  Whilst it could pass this GST on to its members in the form of
higher fees, this is likely to be unpopular.  Most if not all members would
be unable to claim a credit for any GST charged to them by the ACF or
NSWCA.  In addition registration would place a large administrative burden
on the associations.

Therefore my recommendation would be for the associations to choose NOT to
register for GST".

Whilst Adrian specifically prepared this for the ACF and NSWCA, he advises
that it equally applies to the other states and affiliated clubs.

In response to STEWART REUBEN'S query [last week's Bulletin] (and I may be
stealing Roger McCart's thunder here) the clocks to be used at the Doeberl
Cup at Easter will be the FIDE-approved DGT Game Timers and the program is
program 15 which gives two sessions of fixed times (90 minutes and 30
minutes) and then 20 secs per move added on. We use this program
extensively in club chess in Canberra and a very similar arrangement was
used in last year's ACT Championship (the variation was 40/100 in the first
session, requiring a manual setting of the clocks - but there were only 5
boards!). We don't usually have problems with only 20 seconds added on
(rather than 30). There is no set DGT Program that gives 30 secs per move
added-on - you have to use one of the manual set programs eg 17, which is a
bit of a bore for Arbiters etc. I directed several ACT Tournaments using it
last year (including the ACT Championships ) without any complaints. The
clue to this is that we usually have 40 moves in the first session and 20
in the second so that, by the time you get to the added-on phase, at least
60 moves will have been made and few games seem to get to the third
session. In those that do a fair number are virtually decided already and
many players have a time credit large enough for the third sessions speed
not to worry them. In the Open section of the Doeberl Cup we have only 32
moves in the first session so as to be within FIDE rating playing speeds
but we have 24 in the second so that, even here, a minimum of 56 moves will
have been played by the time the add-on phase is reached.

One thing about having 30 seconds added on is that players are all required
to keep score whereas those with fewer than 5 minutes remaining are not so
obliged if the add-on is only 20 seconds. For players this is convenient
but for organisers it can mean incomplete scores. (I don't see that the
FIDE laws require the score of a completed game in these circumstances to
be updated.) Also, with no scores being kept, claims that would usually be
verified by the score sheet eg draw by repetition are less sustainable.

Incidentally, the FIDE Laws in this area neeed some clarifying and
re-writing. For example, it is  impracticable for a player to update his
scoresheet under Art.8.5(b) in respect of the second session because of the
rigours of the time limits in the third. Also, what is the position if a
player has a credit of less than 5  minutes on his clock and so is not
obliged to keep score (Art.8.4) but, through a series of rapid moves,
accumulates added-on time giving him a credit of more than 5 minutes. Is he
obliged to start scoring again? In my view he is not. I have added these
points largely for Stewart Reuben's benefit!

We will continue using DGT clocks in the Doeberl Cup. The third time
control is cumulative, i.e you get 20 seconds added on to the residual time
available when your opponent presses their clock.
